Waunakee Police Department November Newsletter

Trick or Treat Reminder
Waunakee Halloween Trick or Treating will be on Monday, October 31 from 5 – 7pm.  Please be extra cautious of all the extra pedestrian and vehicle traffic during these times. As always, report any suspicious or dangerous behavior to the Waunakee Police Dept at 849-4523.

Alternate Side Parking Reminder
Alternate side parking begins on November 1, 2011 and ends on April 1, 2012.  Alternate side parking is enforceable between the hours of 2:00 a.m. and 6:00 a.m.  On even numbered days between the hours of 2:00 a.m. and 6:00 a.m., vehicles should be parked on the even numbered side of the street and on odd numbered side of the street for odd numbered days.

A rule of thumb is to figure out the next day’s date if you are parking your vehicle before midnight and leaving it until morning.

WI Concealed Carry Law
The new WI Concealed Carry Law goes into effect on November 1, 2011. This is a link to the WI Department of Justice (DOJ) website that covers; 2011 WI Act 35, frequently asked questions about the act, the application process for CCW permits and the training requirements.


Theft from Motor Vehicles Cases on the Rise
We have had a rash of thefts from vehicles and burglaries to open garages. We have identified numerous suspects and the investigation is ongoing. It’s very important that victims of these crimes report them to the police department. It’s not uncommon when these crimes get solved that we end up with more recovered property than was reported stolen because the stolen items were not reported to police.

A deterrent to such thefts can be as simple as remembering to keep your vehicle doors locked when parking outside and either remove valuables or secure them in the trunk. Also, be sure overhead garage doors are shut and garage service doors are locked.

In many cases items of value were in plain view in the unlocked vehicles. The department would also like to remind residents to be diligent in calling the police as soon as an incident is occurring or discovered.  We also recommend that you record serial numbers on all electronic items to assist us in recovering and returning property that has been stolen.

Hunter’s Sight In
The Dane County Sheriff’s Department will be hosting a “Hunter’s Sight In.”  Citizens will be able to take their rifles to the Dane County Law Enforcement Training Center to have them sighted in, in a safe and controlled environment. The program will run daily from November 5, 2011 thru the November 18, 2011 from 8:30 a.m. to 3:30 p.m. daily.  The cost is $10 for the first gun and $5 for each additional gun.

Additional services offered include; bore sighting, scope alignment, scope mounting (if time permits), miscellaneous weapon repairs, open sight adjustment, weapon operation instruction, and disposal of old ammunition.

Girls On The Run Event Taking Place in Waunakee
On Saturday, November 12th Waunakee will be host to the 3rd Annual New Balance Girls on the Run 5k. The event is scheduled to start at 10:00 a.m. on Division Street and more than 1,000 people are expected to participate.

Based on the large number of participants and possible delays, citizens should be aware of the race route throughout the Village. The race begins on S. Division St traveling south to Woodland Dr., west on Woodland to Simon Crestway to South St, north on South St to 3rd St., west on 3rd St to Fish St., north on Fish St to 2nd St., East on Second Street to Short St, south on Short St to 3rd St., and finally east on 3rd St. back to Village Park.

Girls on the Run is a life-changing, experiential learning program for girls in third through eighth grade (Girls on the Run for 3rd - 5th grade and Girls on Track for 6th - 8th grade). The program combines training for a 3.1 mile running event with self-esteem enhancing, uplifting workouts. The goal of the program is to encourage positive emotional, social, mental, spiritual and physical development.

Medicare Phone Scams/Fraud Warning
Beware of a phone call from someone claiming to be a representative of Medicare. In reality they're just trying to steal your identity.  This happened to at least one Waunakee resident.  Fortunately, the resident realized it was a scam and did not become a victim. 
The scheme targeting Medicare seniors relies on the telephone, not the Internet. The fraudulent phone calls usually identified as originating from an 866 area code claim to represent a Medicare or Social Security Office and ask consumers for personal information so that new Medicare cards can be issued. A call to the 866 number used by the Medicare scammers as their caller ID reaches a recording confirming that it is being used in the Medicare spoof. 
When people refuse to provide the requested information, a phony supervisor comes on the line to say that the information must be provided to remain enrolled in the Medicare program. The thieves then use information collected to steal victims' identities and remove funds from accounts through checks or electronic transactions.
Consumers should check caller ID on incoming calls and avoid giving out personal information including policy numbers, date of birth, social security numbers, credit card numbers or bank account information over the phone or on the internet - especially when speaking with or replying to email from strangers.
Be suspicious of any requests you get asking for personal or financial data. Never offer information. Always verify the identity of the person on the other end of the phone or emailing you. And remember that scammers will typically just hang up if confronted or threatened with a call to the police or attorney general.
Thieves use similar methods for a tax refund scam in which fake IRS phone calls or emails ask for personal and banking information so that the consumer supposedly can receive an additional tax refund. Consumers are reminded that the IRS does not solicit personal information via e-mail. These are just a few of the latest scams that are targeting senior citizens.  
If you have information about a fraud, report it to state, local, or federal law enforcement agencies.

Fire Department Pancake Breakfast

Surface Paving Schedule for Woodland Drive

Although paving was able to take place yesterday (Wednesday), due to the morning threat of weather, paving was delayed.  The contractor paved the east side (north bound lane) of Woodland Drive from the south project limits through Tierney Drive, and completed the west side (south bound lane) of Woodland Drive from the south project limits to Peaceful Valley Parkway.

Weather permitting the paving operation will continue today (Thursday).  The contractor will start at the termination point at Peaceful Valley Parkway on the west side of Woodland Drive and work north to Tierney Drive.  Tierney Drive will be paved in halves and travel will be difficult.  When the south half of Tierney Drive is completed the contractor will continue paving the east side of Woodland from Tierney Drive to the north project limits.  When this is complete the contractor will pave the second half of Tierney Drive and complete the west side of Woodland Drive to the north project limits.

Traffic Pattern:

Cobblestone Lane:  Enter/exit from the south
Rankin Lane:  Enter/exit from the south
Enchanted View Lane:  Enter/exit from the south
Tuscany Lane:  Enter/exit from the south
Tierney Drive:  Enter/exit from the north until around 10:00 AM enter/exit from the south
Emerald Grove Road:  Enter/exit from the north

When paving starts north of Tierney Drive, Mill Road will be closed at Woodland Drive.  After approximately 10:00 AM all access will be from the south with the exception of the Emerald Grove Road residents.  The contractor anticipates working in the Tierney Drive intersection from approximately 8:15 to 10:00 and again mid afternoon.

Kids Against Hunger

Kids Against Hunger helps provide nutritious meals to hungry people here in our community and around the world. Kids Against Hunger-Waunakee has packaged over 370,000 meals since 2006! Shifts are at noon, 2:00 and 4:00 pm. This takes place at the Village Center on Sunday, October 23, 2011. For information about making a donation ($25 funds 166 meals!) or volunteering for shifts, call 231-9901.

The contractor will begin paving at the south project limits working north to Tierney Drive and will start on the east side (north bound lane) of Woodland Drive.  Once complete, the contractor will mobilize to the south project limits and again work south to north on the west side (south bound lane) of Woodland Drive.  Please allow additional travel time and expect extended delays.

Traffic:
  • Carriage Ridge (Cobblestone Lane) Residents- Use Woodland Drive to the south for all access. 
  • Steeplechase (Enchanted View Lane) / Rankin Residents - Rankin Lane will be closed to traffic, use Enchanted View Lane and exit/enter to the north, until Rankin Lane is paved.  Once Rankin Lane is completed Enchanted View Lane will be closed and residents should exit/enter from the south using Rankin Lane.
  • Tuscany Ridge (Tuscany Lane) Residents - Should exit/enter from the south.
  • Southbridge (Tierney Drive) Residents - Should exit/enter from the north.
  • Emerald Grove Road Residents -  Should exit/enter from the north.
NOTE - The closures of Rankin Lane and Enchanted View Lane will alternate during this stage of paving operation.  When one road is closed the other will remain open.

MedDrop - The Best Place to Get Rid of Medicines

 Do you know that unwanted, unused prescriptions and over-the-counter medicines can be found in every household in the county. We know that it’s not safe to keep unneeded medicines in the house – children and others can accidentally take them. But you’ve also heard that you shouldn’t flush medicines down the toilet or put them in the trash. We now know that these medicines are bad for our environment – our water, our lakes and the animals in them.
So... how should you get rid of your medicines?
Bring your unneeded medicine to MedDrop. This free service is available to all Wisconsin residents.
MedDrop event - October 22nd 9 a.m. to 1 p.m

This drive-through, drop-off service is available free to all households at three locations:
  • Fitchburg City Hall 5520 Lacy Road (Fitchburg)
  • Public Service Commission Building 610 N. Whitney Way (Madison)
  • Sun Prairie Waste Water Treatment Plant 3040 Bailey Road (Sun Prairie)

Woodland Drive Construction Update

The contractor is on schedule for paving the lower layer (binder) today from the south project limits (south of Cobblestone Lane) to just south of Tierney Drive.  The contractor will work south to north starting on the west side of the road completing the intersections as they go.  Work at the Cobblestone Lane intersect should begin at approximately 7:30 am and at the Tuscany Lane intersection around 9:00 AM.  Please allow extra travel time and expect delays especially when the contractor is paving the intersections.

The west side should be complete early afternoon and then the contractor will start the east side of the Woodland Drive, again working south to north.

All residents north of Tierney Drive should continue to exit/enter from the north.  The Steeplechase/Rankin Lane residents should also enter/exit from the north using Enchanted View Lane for access, as Rankin Lane will be closed at Woodland Drive.  Once the Rankin Lane intersection is paved, early afternoon, the Steeplechase/Rankin Lane residents should enter/exit from the south using Rankin Lane, as Enchanted View will be closed at Woodland Drive.  Tuscany residents should enter/exit to the south until the Tuscany intersection is paved at which time please enter/exit from the south.  The Cobblestone Drive residents should continue to enter/exit from the south.

Have You Seen the Newly Painted Ripp Park Water Tower?

Shout out goes to the Waunakee Utilities for making improvements to the Ripp Park Water Tower, please thank Tim Herlitzka for all of his hard work on this project!  This is definitely an eye catcher if you have seen it on HWY Q coming into Waunakee. 

¿¿What's That?? - A New Blog Series

Be sure to visit Waunablog at 8:00 AM, Wednesday, October 12th when we begin a new blog series called ¿¿What's That??.  A unique or obscure photo will be posted on Waunablog of  a Waunakee business.  For example. the picture may be an extreme closeup of the doorknob, or a portion of the roof line, etc.  You will then have a chance to correctly identify the business.  The first person to contact Ashley Greiber via email (agreiber@vil.waunakee.wi.us) with the correct response will receive a gift certificate from the featured business.  We will be coordinating this series throughout the fall and you will be notified through a blog post in advance when the next ¿¿What's That?? post will be added.

There are two main purposes for this blog series.  First, we hope that this will draw more readers to the blog for updates around the community.  Secondly, this will features some of the great businesses we have right here in Waunakee. 

So keep an eye on Waunablog and be sure to check it out at 8:00 AM, Wednesday, October 12th to identify the business and win!!


Woodland Drive Construction Update

The paving operation will begin TODAY Wednesday morning.  The contractor will begin with the multiuse path on the west side of Woodland Drive between the south project limits and Tierney Drive.  Once the multiuse path is paved the contractor will begin paving the driveways.  Construction congestion will be an issue when traveling Woodland Drive, please allow additional time and expect delays.

On Thursday and Friday the contractor will begin paving the lower layer (binder) from Tierney Drive to the south project limits.  Residents north of Tierney Drive, including the Southbridge residents, will enter/exit from the north.  The Steeplechase/Rankin Lane residents will use Rankin Lane to enter/exit from the south.  Once Enchanted View Lane has been paved the Steeplechase/Rankin Lane residents will use Enchanted View Lane from the north.  All other residents will continue to enter/exit from the south.  I will send out another update tomorrow to confirm this schedule and hopefully have a method of operation indicating what side will be paved first and a timeline for the Steeplechase/Rankin Lane residents.  Again please allow extra travel time and expect delays.

The upper layer (surface) is tentatively scheduled for next week and additional schedule updates will follow for this operation.

Halloween Safety
 
Halloween Trick or Treating will be on Monday, October 31 from 5 – 7pm. The following are some safety tips for parents and children:  
  • If you set jack-o-lanterns on your porch with candles in them, make sure they are far enough out of the way so kids’ costumes won't accidentally catch fire.
  • Teach your children how to properly cross a street. Only cross streets at crosswalks.
  • Help your child pick out or make a costume that has eye holes large enough for good peripheral vision.
  • For greater visibility during dusk and darkness, decorate or trim costumes with reflective tape that will glow in the beam of a car's headlights. Bags or sacks should also be light colored or decorated with reflective tape. Reflective tape is usually available in hardware, bicycle, and sporting goods stores.
  • To easily see and be seen, children should also carry flashlights.
  • Costumes should be short enough to prevent children from tripping and falling.
  • If your child is carrying a prop, make sure the tips are smooth and flexible enough to not cause injury if fallen on.
  • Check over candy that is collected for any foreign objects.
  • Know the route your kids will be taking if you aren't going with them.
  • The safest idea is to have an adult accompany kids. If you’re not with the kids, be sure to set a time they will be home by. Make sure they know how important it is for them to be home on time.
  • Children should not enter homes or apartments unless they are accompanied by an adult. 
Waunakee Senior Vehicle Check

The Waunakee Senior Vehicle Check is scheduled for Friday, October 14th. All seniors are welcome to stop by and have your vehicle inspected for FREE. Traffic safety and other safety information will be available and refreshments provided. Sec 82-8. Raking Leaves into Streets.
 
In the interests of public safety, health and general welfare, community appearance and efficiency of operation, it shall be unlawful to rake or place fallen tree leaves or grass clippings onto the pavement or into the gutter of any public street. No person shall permit grass clippings from mower swaths to remain upon sidewalks or on abutting property owned or occupied by such person. (Code 1988, § 6-2-13)
 
Sec. 38-37. Open burning. 
 
(a) Restricted. No person shall build or maintain any outdoor fire within the corporate limits of the village except as set forth in subsection (b) of this section. This prohibition on burning includes burning of construction waste and debris at construction sites.   
 
(b) Exceptions. Exceptions to the prohibition stated in subsection (a) of this section are as follows:
  
(1) Outdoor cooking over a fire contained in a device or structure designed for such use is permissible. Outdoor cooking is not permitted at commercial facilities or on commercial property unless prior written approval is obtained from the fire chief or his/her designee.
  
(2) Dry wood may be burned in a commercially manufactured outdoor recreational fireplace that is certified by a nationally recognized listing agency or in a non-commercially constructed brick fireplace with a chimney that is approved by the building inspector according to applicable building codes, subject to the following conditions:
  
a. The fireplace must be an assembly that includes a bowl, pit or device for holding the wood and a method of containing embers and sparks.
  
b. Only dry wood, entirely contained within the device, is permitted to be burned.
  
c. The fireplace shall not be used within 15 feet of any structure or five feet of any lot line unless the fireplace is a brick fireplace and the location of the fireplace is approved by the building inspector according to applicable building codes.
  
d. The smoke shall not create a nuisance for other properties, obstruction of vehicle travel, or health concerns of others.
  
e. No fireplace shall be located or used on a wood deck, porch, or patio.
  
f. An ABC type fire extinguisher, charged garden hose, or other method of first aid fire control must be readily available.
 
g. The fireplace must be supervised or attended at all times while in use by a responsible adult over the age of 18. The fire must be completely extinguished before the fireplace is left unsupervised.
  
h. Use of the fireplace shall be discontinued when atmospheric conditions are unfavorable or make the use of the fireplace hazardous. Such conditions include, but are not limited to, winds in excess of ten miles per hour or excessive dry weather conditions as declared by the fire department. Fireplace operators shall be responsible for checking with the fire department by phone or other means prescribed by the fire chief or his/her designee to determine whether hazardous conditions exist. No burning shall be allowed if wind conditions cause smoke, embers or other burning materials to be carried toward any building or other combustible material.
  
i. Burning of dry wood under this subsection (b)(2) shall not be permitted at commercial facilities or on commercial property unless prior written approval is obtained from the fire chief or his/her designee.
 
(3) With the prior written approval of the fire chief or his/her designee, controlled burning of grass or similar vegetation for environmental management purposes may be permitted. This exception shall not be used for the burning of grass, leaves or other lawn debris.
 
(4) With the prior written approval of the fire chief or his/her designee, ceremonial campfires or bonfires may be permitted.
 
(5) With the prior written approval of the fire chief or his/her designee, other occasions of desirable outdoor burning not specified by this subsection (b), but not as an alternative to refuse removal or disposal of which other methods are available, may be granted on single occasions.
 
(6) Whenever prior written approval is obtained from the fire chief or his/her designee under this subsection (b), the written approval may specify and be conditioned on observance of safety restrictions and insurance requirements set forth therein.
 
(c) Authority to prohibit. The fire chief or his/her designee is permitted to prohibit any or all outdoor fires when atmospheric conditions or local circumstances make such fires hazardous.
 
(d) Burning on streets. No materials may be burned upon any street, curb, gutter or sidewalk. 
 
(e) Liability. A person utilizing or maintaining an outdoor fire shall be responsible for any liability resulting from damage caused by the fire.

Wisconsin Act 35 was signed into law on July 8, 2011, and published on July 22, 2011. However, the provisions regarding CCW licenses do not take effect until November 1, 2011.
